What is Measure ER?

Measure ER is a proposed temporary ½-cent (0.5%) increase in the Los Angeles County sales tax for five years.

If approved by voters, the measure is estimated to generate approximately $1 billion per year to support healthcare and other essential services across the county.

Key details:

  • Cost: About $0.50 per $100 spent
  • Duration: 5 years (cannot be extended without voter approval)
  • Exemptions:
    • Groceries
    • Prescription medications
    • Medical equipment

The measure also includes independent oversight and public reporting on how funds are used.

Why is this measure being proposed?

Recent federal policy changes are expected to reduce funding for Medicaid (Medi-Cal in California) and other health programs.

As a result:

  • An estimated 700,000 L.A. County residents are projected to lose health coverage
  • Demand for emergency healthcare services will increase
  • Hospitals, clinics and public health programs face a projected revenue loss of $2.4 billion over 3 years

Nearly 75% of patients at MLK Community Healthcare rely on Medicaid.

If Measure ER passes:

  • MLKCH would be eligible for tens of millions of dollars annually in additional funding
  • These funds could help support continued operations and patient care

If it does not pass, financial pressures on MLKCH and other safety-net hospitals will increase over time.
